    Our city council has been dominated by a cadre of three members for two years. These gentlemen have been, in a word, "struggling" with their professions and economic development. All of them are dependent on a construction industry that has for all intents and purposes disappeared.     I am writing to you as the ninth anniversary of my sister Cathy's murder at the World Trade Center approaches. She happened to be attending a breakfast meeting at Windows on the World (the restaurant on the top floor of Tower 1) that day and as bad luck would have it, she became trapped above the point of impact and was incinerated.
