    The persistent complaints from some might lead one to conclude the proposed paved trail from Sisters to Black Butte Ranch is bad for our community. Nothing is further from the truth. The trail is simply a way of making our National Forest accessible to everyone, especially those too young to ride in traffic or unable to walk on uneven dirt. It's an "equal access" trail that we don't now have in Sisters - a winning combination of accessibility and forest beauty.   • Take a new look at economic development

    The buzz around town is all about jobs and economic development. What's missing is an honest discussion of what works and what doesn't. First, any realistic vision of our future must focus on economic vitality. This is much more than property development. Economic vitality in Sisters surely encompasses a sense of shared prosperity, thriving downtown storefronts, busy tradesmen and professionals, a steady stream of visitors and shoppers, newcomers moving in with their assets and professions.   • Think carefully about enterprise zones

    The City of Sisters is considering an "enterprise zone" to attract mainly light manufacturing businesses. The "attraction" includes property tax waivers (including for schools and every other tax district) and reduced city fees and sewer/water rates for 3-5 years.   Efforts to jump-start investment in this tough economy deserve our support, but this raises questions of effectiveness and equity.
