    A deeply divided Sisters City Council will meet in special session at 8 a.m. Thursday at City Hall for what the agenda lists as the "discussion and consideration of a vote to terminate the city manager." Unless there is a dramatic change of heart between now and Thursday morning, that vote appears headed for a 3-2 split in favor of termination of the employment of Eileen Stein.     Friends and colleagues of retiring Sisters District Ranger Bill Anthony packed Aspen Lakes' Brand 33 Restaurant Saturday evening to share stories, memories and some ribbing with "Ranger Bill" as he moves into the next phase of his life. The 60-year-old ranger announced his retirement last fall and closed the books on his Forest Service career at the end of last month.   • School board continues to explore drug testing

    The school board continued to explore the pros and cons of a drug-testing program for all extra-curricular school activities last week. The board agreed that such a testing program should be part of a larger student wellness program. Superintendent Jim Golden reported that the concept of a student wellness program is being developed in conjunction with St. Charles Medical Center and several local physicians.     To the Editor: When change is needed, sometimes there are people who need to benefit from the change prior to and during the process. I have read the article regarding Wild Mountain striving to keep its doors, or windows in this case, open for the winter in order to maintain an income to live through the winter. There are times when we just need to help someone out, and if the city has the power to do that, then I vote for letting Wild Mountain keep those windows open.   • Injured Sisters teacher continues recovery

    Gary Bowne has been through an experience that many people don't survive. Bowne was hit by a car while he was riding his bike on Highway 242 on October 19. The impact launched him into the windshield of the vehicle and then sent him tumbling 15 yards down the pavement. Luckily, Bowne was wearing a helmet as he traveled along the bike lane adjacent to Sisters Park & Recreation District buildings. The accident caused a traumatic brain injury.   • Ray's distributes community rewards

    A dozen Sisters community organizations got a nice boost last week from Ray's Food Place. Ray's distributed checks totaling $4,249.80 to 12 different organizations as part of C&K Markets Community Rewards Program, a.k.a. 1 percent receipts. Through the program, organizations collect receipts from Ray's shoppers and turn them in to collect on the reward. There is an application process to participate.     The boys basketball team had an extraordinary week, posting three wins against tough competitors. On Saturday, January 7, the Outlaws rolled over the 5A Cougars at Mt.     In their first competition after winter break, an almost-complete Outlaws swim team faced four of their district competitors in the impressive Kroc Aquatic Center in Salem on Saturday, January 7.     The Lady Outlaws basketball team earned a 58-47 win over the Eagles at Stayton on Tuesday, January 3. Three days later they defeated Molalla 51-38 at home. In Tuesday's game, Sisters' strong defensive play gave the Outlaws their victory. Sisters jumped out early, and at the end of the first quarter held a 15-9 lead.     The Sisters Recycling Center will continue operating for another year, while the City of Sisters develops a long-term plan for the facility.     Willard "Bill" Dakin passed away January 6, 2012 due to complications of congestive heart failure and myleofibrosis. He was born in Evanston, Illinois on February 15, 1934.
