    Enrollment at Sisters Elementary was up only slightly when students returned to classrooms on September 3, while the middle/high school saw a jump of 33 students, from 551 to 588. However, superintendent Steve Swisher cautioned that the numbers were likely to change between Tuesday and Friday at the end of the first week of school.   • Lebanon man arrested for punching wife

    A Lebanon man was arrested Tuesday, August 27, after he allegedly punched his wife in an argument at a campground near Camp Sherman. According to the Jefferson County Sheriff's Department, Charles M. Mercier, 36, was deer hunting in the Camp Sherman area near First Creek with his wife. The couple allegedly had an argument over when they would return home to Lebanon.     To the Editor: This is in response to a letter written by Sherry Silva which appeared in the August 28 Nugget. On behalf of our staff and management, I apologize for any inconveniences caused by the actions of our employees at Suttle Lake. During the week of August 18-24, there were several large fires burning in Central Oregon. The fire danger was extreme. Thousands of trees in and around Suttle Lake are dead and dying.     I like bellies, generally. I photograph navels for the sake of art as well as for my own amusement. My little portrait gallery, with its quiet, though cyclopean theme and tone, gives praise to the diversity, the expressiveness and symmetry of the American breadbasket.     WARM SPRINGS, Ore. (AP) -- The Confederated Tribes of Warm Springs have reached a settlement with the state over rights to water from the Deschutes River basin, including the Metolius River. The deal balances development and irrigation with preserving flows for fish. It also ends an era of uncertainty about the scope of the Warm Springs' water rights, which date from the tribes' 1855 treaty with the U.S. government and have priority over all later development in the basin.   • Park Meadow smolders

    Firefighters contained the 700-acre Park Meadow blaze 13 miles southwest of Sisters on Saturday, August 31. The 500 troops from Fort Carson, Colorado who were called in to help battle the Three Sisters Wilderness wildfire were redeployed to the Summit fire in the Umatilla National Forest early Saturday morning. Two crews remain to mop up and watch hot spots.     Someone is raiding flower pots and planters in Sisters. Four businesses on the east end of town were struck by a flower thief or thieves over the August 24-25 weekend. Other businesses have, in the past few weeks, discovered holes in their planters or blank spots on the sidewalk where flower pots once sat.   • Woman arrested for writing bad checks

    A Redmond woman was arrested by Sisters police Friday, August 30, on charges that she wrote 15 bad checks to 11 Sisters businesses over rodeo weekend in June. The arrest closed a 2-1/2-month investigation by the Sisters Police Department. Police arrested Gail Marie Raczkowski, 42, for first degree theft and on 15 counts of negotiating bad checks.     A 600-strong U.S. Army task force pulled out of Sisters Saturday, August 31, after doing battle with the 700-acre Park Meadow blaze 13 miles southwest of town. The blaze was declared contained the same day. The Task Force Vanguard/3rd Brigade Combat Team, 4th Infantry Division hit the fire lines Tuesday, August 27, to battle the blaze sparked by a lighting strike Friday, August 23.
