    Sisters equestrienne Autumn Saunders rode her 19-year-old horse Oliver Twist to the Oregon Dressage Society State Championships in junior/young rider, second-level dressage last weekend in Sherwood. She's now turning her sights to regional competition at the United States Dressage Federation Regional Championships this weekend in Washington.   • Council delays implementation of rates

    The city council is holding off on the planned implementation of entirely new water- and sewer-rate plans to allow time to develop better citizen outreach explaining the programs. The council agreed to the delay in a Thursday evening workshop. At the council meeting that followed, the council also delayed the planned implantation of a new master fee schedule modeled on the Deschutes County system.   • Sisters handily beats state averages

    Sisters students did far better than the state average on mandatory state tests last year. Results were issued by the Oregon Department of Education on September 12. Statewide, the results were considered very disappointing.     Last November, on a cold Thursday morning, Karen McCarthy of Madras opened her door to find Jefferson County Sheriff's Deputy Bryan Skidgel.     The girls volleyball team posted two wins last week to push their overall record to 4-2. Sisters defeated 5A Mt. View on Tuesday, September 10, and two days later took down the Summit Storm (5A).     Patsy Ann "Annie" Rubertus was the light of her husband's life for every day of 41 years. She passed away peacefully, in her sleep, from complications due to multiple sclerosis. She was 64. Her smile will be missed by everyone that knew her. Annie and her husband settled outside of Sisters in 1978.     Native Oregonian and Marine Corps veteran Jerry C. Mohler passed away quietly in Bend on September 7, after a long illness. Born August 23, 1940, in Lyons, Oregon, to Dorothy and Ray Mohler, he is survived by two daughters, Alison Uppendahl and Janice Claeys of Bellevue, Washington; and three grandchildren, Garrett, Katie and Adam.     Sandie Lane, a summertime resident of Newport, Oregon, was the winner of the Furry Friends Foundation fundraising raffle quilt. The drawing for the quilt was held over Labor Day Weekend.
