    Sisters Fire Chief Don Mouser is retiring after 33 years of service. Acting fire chief Don Rowe will take the post as chief of the Sisters-Camp Sherman Rural Fire Protection District. Rowe, who retired after a career with the U.S. Forest Service, previously served as the district's fire prevention officer. According to Greg Brown, chairman of the Sisters-Camp Sherman RFPD board of directors, Mouser's retirement will become official at the end of December. Mouser has been on leave since last summer.     As the November 30 deadline approaches for residents to leave The Pines, a few of the area's 24 families are still looking for affordable housing. "There's still like six families out here that have nowhere," said Kim Simmons, a mother of three. (Another source said there were five families still looking).     Fred Ast and his family returned to Sisters on Friday from celebrating Thanksgiving in Roseburg with Fred's parents. Of course there were left-overs, and they brought some turkey home. They left the back end of their Honda open. At about 1:30 a.m. their dog barked. Fred didn't think much of it. Their dog is always treeing raccoons. But at 9 a.m. on Saturday, Fred stepped out his front door and there, right off his porch, about 20 feet up a tree, was a reasonably large black bear. At least 200 lb. of black bear.     Developer Eldon Howard filed plans for his "planned unit development" with the City of Sisters on Tuesday, November 17. The property lies outside the city limits, but a new city/county agreement gives the city jurisdiction over the area where the property lies, inside the city's Urban Growth Boundary.     The Sisters Community Chorus directed by Forrest Daniel will perform the "Gloria" by Antonio Vivaldi along with a selection of other traditional and contemporary holiday music during two Christmas concerts. The concerts will be held at the Episcopal Church of the Transfiguration in Sisters.   • Holiday wreaths support school

    Camp Sherman residents trekked into the nearby forest recently, collecting plant materials for wreath making. The annual wreath-making project supports programs at Black Butte School. Parents, friends and students helped to cut, wire and attach plant materials onto wooden ring bases. The finished wreaths will be on sale at the Holiday Bazaar Friday, November 27, from 5 to 9 p.m. and Saturday, November 28, from 9 a.m. to 4 p.m. at the Camp Sherman Community Hall.     This is a belated letter of gratitude and appreciation to everyone who took part in the response to a serious vehicle accident October 24, 1997, involving our motor home and a Ryder truck.     Suttle Lake project Six rare and obscure flora and fauna species may be present at Suttle Lake Resort and until Forest Service biologists can survey the area, the resort's pending redevelopment project remains on hold. Earlier this spring, Suttle Lake Resort owners unveiled a proposal to expand the existing facilities to include cabins and a new lodge and entrance road.
