An appeals hearing on a proposed McDonald's drive-through will go forward as scheduled despite the fact that the city planning department missed a local deadline for publication of public notice. A conflict between the City of Sisters and the Sisters School District over Systems Development Charges (SDCs) may begin moving toward resolution this week. It has been held in abeyance, at least publicly, for several months. The issue arose in September 2003, when the school district received a city bill for $115,000 for SDCs due when the new middle school was attached to the city sewer line. The structure will probably have two stories, contain 8,000 to 9,000 square feet and cost about $1.25 million. Those, at least, are the best guesses City Manager Eileen Stein can make today. The historic building will have its official grand re-opening party on Saturday, January 22, with a community potluck dinner. In this holiday season, local organizations and businesses are busy with programs to benefit the needy of Sisters. The Kiwanis Club of Sisters is preparing for as many as 160 families in its annual Christmas Food Basket program. Food Basket applicants must meet the same income criteria as for the Food Bank but do not need to be Food Bank recipients. Deadline for returning applications is December 13. Despite the closing of the college's Sisters Center in June 2003, COCC continues to serve the community in new classroom space at the Sisters Organization for Activities and Recreation (SOAR). The world sled dog championships will consist of the six-dog mid-distance class followed by the 12-dog mid-distance class. Robin Buckles of Sisters was recovering at home on Sunday, December 5, after she was involved in a head-on collision on Highway 20 on Friday night. According to Deschutes County Sheriff's Office reports, Buckles was headed westbound in her 1998 Isuzu Rodeo a little before 9:30 p.m. when a 1995 Pontiac Grand Am driven by George Balzer, 64, of Bend, "failed to obey a traffic control device at Gerking Market Road." Children of all ages (adults are included in this category for parades) waved and cheered friends in the parade.
