Officers commended for actions in shooting

Sisters police detective Don Pray and Deschutes County sheriff's lieutenant Greg Brown were presented with certificates of commendation by the county board of commissioners Thursday, January 11, for their actions in a December 26 shooting incident in Sisters.

According to police reports, Detective Pray responded to the Bank of the Cascades at approximately 6:15 p.m. on December 26 to check out a report of a suspicious man with a handgun. Lt. Brown arrived to assist Detective Pray.

Police reported that, as Detective Pray pulled into the bank parking lot, the suspect, Reginald Robert Hill, 74, of Sweet Home, fired two rounds in Pray's direction. According to police reports, Pray called in a report of shots fired and pulled out of the parking lot. He then got out of his vehicle and drew his gun.

According to police, when Brown pulled up and stopped his vehicle by the vacant lot across the street from the bank, Hill fired on him also.

Neither officer returned fire and they talked Hill into surrendering without further incident. According to police reports, a subsequent search of Hill's vehicle turned up a .22 caliber Colt Frontier Scout revolver and several .22 shell casings.

"They used good tactics, they showed good judgment and their training came through," Sisters Police Chief Dave Haynes told The Nugget. "When your tactics come together and it's resolved and it's resolved quickly, that's a good job."

Detective Pray praised the efficiency of interagency cooperation with the sheriff's department and said that he "didn't really do anything any other officer wouldn't have done."

Hill was arraigned January 3 on two counts of first degree assault, two counts of attempted murder and two counts of carrying a dangerous weapon.

According to police, Hill has an extensive police record dating back to a 1941 arrest in Cheyenne, Wyoming on charges of aggravated robbery. He is due to enter a plea on the charges from the incident in Sisters on January 23.
