Michael Ross Carter of Bend, 44, was stopped after another driver reported Carter's 1985 Jeep Cherokee nearly struck two vehicles. Headed east from the Santiam Pass toward Sisters, Carter was later observed by police stopping on the highway, backing up, then proceeding toward Sisters.
Black Butte and Sisters police followed Carter for several miles and during which time they observed his vehicle wander back and forth across the travel lane, crossing the center line several times.
When he was stopped, police saw an empty beer container in the passenger compartment and a partial half-case in back. Carter seemed to be confused about where he was going and where he had been.
Taken to Deschutes County Jail, Carter blew a .20 percent on the breathalyzer, more than twice the Oregon limit of .08 percent.
Carter was cited for driving under the influence of intoxicants, for having an open container, failure to drive in his travel lane and violation of the basic rule.
Because he had prior arrests for driving under the influence, Sisters police confiscated Carter's Jeep.
Later that morning, Sisters Police observed Chad Alden Foss of Bend drive through Sisters. Foss' vehicle crossed the center line several times, according to police reports.
Although Foss blew only a .07 when taken to Deschutes County jail, he takes medication and failed field sobriety tests. He was booked for driving while suspended and for driving under the influence.
Because of prior convictions and suspension of his license, police seized Foss' 1987 Audi Quattro.
