News and Opinion from Sisters, Oregon
Wayne Scott, owner of the Mountain Shadows RV Park, has agreed to take down the sides of the large pavilion adjacent to Highway 20 just west of the Threewind shopping center.
The building, which was supposed to have been a "temporary," open-sided picnic pavilion, drew the ire of the Sisters Planning Commission, which demanded in January that Scott either make the building comply with plans and permits or take it down.
According to city planner Neil Thompson, Scott will submit plans to modify the structure by May 21. Once the city planning commission approves the plans, Thompson said, he will set a deadline for Scott to come into compliance.
Thompson told The Nugget he has insisted that the building be open, with no doors and windows, and have a western-style front. He said he would consider allowing canvas curtains on the building if he approves of the material submitted. Scott must also submit a landscaping plan for the site.
Scott has also agreed to replant and maintain the trees and shrubs that were to mask the white vinyl fence around the RV park, many of which have died.
The Sisters City Council and the planning commission decided in 1994 to allow the fence to remain--although it was not approved in the park's site plan--on the condition that trees be planted to obscure the fence.
Scott will ask the planning commission at the May 21 meeting for a variance to the Sisters zoning ordinance to allow semi-permanent vacation rental units at Mountain Shadows RV Park.
