School budget comes close to estimates

The final budget for the 1997-98 school year is shaking down to about $22,000 less than Sisters school administration proposed in its budget.

Superintendent Steve Swisher is confident that the district can cover the shortfall without much ill effect.

"While $22,000 is a lot of money, in comparison to a $5.9 million budget that amount is minimal," said Swisher. "Overall, the budget is very close to what we guessed in March. Although we are disappointed it isn't higher, it will give us an opportunity to get our feet on the ground and take care of some of the things that have been neglected in the last few years."

The budget has $24,000 in the general fund allocated for roofing repairs. The district could instead use $24,000 from the state Classroom Needs Grant to repair the roof, which would allow them to use the allocated dollars to balance the general fund shortfall.

Swisher is waiting clarification from the Department of Education regarding whether this maneuver is appropriate, and anticipates a written clarification this week.

Swisher also noted that, if passed by the voters, a state-wide bond issue in November will provide school districts with funding targeted for construction projects and debt payment, further easing the Sisters district's woes.

Meanwhile, salary negotiations with teachers and classified employees continue. A salary increase could further reduce the rest of the budget and lead to cuts in programs.

According to a June 5 memorandum, the district could consider reducing co-curricular funding for coaches' salaries and returning to non-funded sports (saving about $40,000).

The district could also cut two teaching positions and raise class sizes to 27 students (saving about $80,000), or reduce purchased services, supplies and materials or equipment, among other options.

But the district hopes to avoid exercising any of these dire options, and the school board has not voted to choose these cuts over others.

Officials for the district and the teachers will meet on Wednesday, August 13.
