Traffic stop leads to arrest

A Sisters sheriff's deputy stopped a Redmond man for speeding on Highway 20 Thursday, September 17, and ended up arresting him on drugs and explosives charges.

According to sheriff's office reports, the deputy stopped Theodore Ernest Jokinen at about 7 p.m., headed westbound on Highway 20 about 70 miles per hour.

The deputy reported that he "noticed beads of perspiration on the driver's forehead and also noticed many scabbed lesions on his arms and wrists."

There was a female passenger in the car and two small children, according to police.

According to the deputy, Jokinen displayed violent mood swings. The deputy reported that the man's behavior led him to suspect there might be drugs in the car.

Jokinen was allegedly driving while suspended. When the deputy told Jokinen that he would have to cite him and seize the vehicle, transporting the driver and his passengers to Sisters, the man allegedly became angry and went to his trunk and removed a backpack.

The deputy reported that he asked to search the backpack and got permission, then Jokinen allegedly changed his mind.

According to police, Jokinen admitted that he had some used syringes that he claimed belonged to a friend. He allegedly took the syringes out of the bag and showed them to the deputy.

The deputy reported that he did not want to reach into the bag, so he asked Jokinen to replace the syringes. When Jokinen took a paper bag out of the pack, the deputy reportedly spotted another package. He reportedly asked Jokinen what the package was and the driver allegedly said he didn't know, that it belonged to his friend.

The deputy investigated the package and determined that it looked like a homemade explosive device.

According to sheriff's office reports, Jokinen told the deputy he would not "rat out" a friend and would "take the fall" if he had to.

The deputy arrested Jokinen and collected and inventoried evidence.

According to police reports, the deputy recovered 46 used syringes; 70 unused syringes; an RCBS scale; a spoon with white residue on it; more than a dozen open plastic bindles with white residue; a gold scale tray with white residue; a Bearcat scanner and a box containing blasting caps.

Jokinen was lodged in jail on charges of felony driving while suspended, unlawful possession of a destructive device, criminal conspiracy and possession and manufacture of a controlled substance.
