A Deschutes County Sheriff's deputy arrested James Webster Stockton, 22, on Friday October 9, on four counts of second-degree rape.
According to sheriff's office reports, Stockton had an on-going sexual relationship with a 13-year-old girl.
The sheriff's office launched an investigation on September 23, when the girl's grandmother allegedly reported that she had been told Stockton was "sleeping with" her granddaughter. Stockton had apparently been living at the girl's home for several months.
Deputies had arrested him on there on September 18 on six felony warrants for crimes ranging from possession of a controlled substance to criminal mischief, theft and failure to appear in court.
According to police reports, the grandmother said she was concerned that Stockton had been sharing a bedroom with the 13-year-old because her 15-year-old granddaughter had recently gotten pregnant after sharing a room with her 18-year-old boyfriend.
The grandmother allegedly confronted the girl's mother, about Stockton and the mother reportedly told her, "I trust them, they are not going to do anything."
According to sheriff's office reports, the girl's mother also told the grandmother that Stockton had herpes.
A Sisters deputy and a social worker interviewed the 13-year-old girl on Friday, October 9. She allegedly confirmed several incidents of intercourse and other sexual activity.
According to sheriff's office reports, Stockton was interviewed the same day by two counselors from the Deschutes County Work Release Center where Stockton was lodged on the warrants.
He allegedly admitted to them that he had sexual intercourse with the girl on four occasions, at least once before she turned 13.
