Sheriff's deputies arrested Russell Eugene Dunn of Sisters on multiple charges December 25, after he allegedly assaulted a woman at his home and then scuffled with the deputy responding to the incident.
According to sheriff's office reports, a deputy was dispatched at about 8:30 p.m. to a report of a man yelling and a woman screaming for help at 220 N. Tamarack Street in Sisters.
The deputy reported that, as he arrived, he saw Dunn straddling the woman in the driveway, apparently choking her. The deputy allegedly heard Dunn yelling "I'll kill you" and the woman screaming "No, don't hit me. Don't hurt me. Please don't kill me."
The deputy reportedly twice ordered Dunn to lie on the ground, without effect. According to sheriff's office reports, the deputy then delivered a straight-leg kick that knocked Dunn off the woman.
Dunn then allegedly kicked the deputy in the knee and the deputy fell on Dunn. The deputy reported that he got handcuffs on one of Dunn's wrists as the man struggled with him on the ground, but could not cuff the other wrist. The deputy reportedly warned Dunn, then sprayed him with pepper spray. The deputy then got Dunn handcuffed.
With another deputy, a state trooper and a Black Butte Ranch police officer arriving on the scene, the deputy got Dunn to his feet and walked him toward his patrol car.
According to sheriff's office reports, the woman was screaming that she had only stopped by to deliver presents to Dunn's children and she did not know why he was angry with her. The deputy reported smelling alcohol on her breath as well as Dunn's.
As he walked Dunn toward the patrol car, the deputy reportedly felt a tugging on his gunbelt and looked down to see that Dunn had unsnapped the holster restraint and had his hand on the butt of the deputy's pistol.
The deputy reportedly swept Dunn's feet from under him, taking him to the ground. The deputy reported that he yelled at Dunn to stop resisting and never to try to grab a police officer's gun.
The officers reportedly tried to get Dunn back on his feet, but he refused to walk and they carried him to the patrol car.
The arresting deputy reported that Dunn kicked and yelled and banged his head on the patrol car window. As he was being transported to Deschutes County Jail, Dunn allegedly called the deputy names, threatened to kill him and spit repeatedly on the partition window between the front and back seats of the patrol car.
Dunn was lodged in jail on charges of attempted first degree assault with a firearm, fourth degree assault in the presence of a minor child (a domestic violence charge), assault on a public safety officer, harassment, menacing, resisting arrest, disorderly conduct and criminal mischief.
