Local tax could raise over $600,000

A local tax for school operating funds could raise as much as $617,500 a year for Sisters schools, according to schools superintendent Steve Swisher.

A state formula was released last week following Governor John Kitzhaber's surprise approval of a bill allowing school districts to place tax measures on the ballot to raise funds for teachers and other operating funds.

Since the passage of Measure 5 in 1991, local tax measures have been restricted to funding school construction.

According to the state formula, Sisters could raise a maximum of $494 per "average daily membership" (ADM) through the local tax option. ADM is a weighted calculation of student population. At 1,250 ADM, the total raised in Sisters would be $617,500.

However, Sisters school officials are reluctant to go to the voters for funds. Construction projects which would require continuing the current tax levy loom in the district's future, and school board members also fear undermining the spirit of volunteerism that has elevated the schools in recent years.

Swisher said he has heard little comment from district residents since news of the local tax option became known, but that all those who commented said the district shouldn't use it.
