Deadline met for three-story hotel

The developer of a proposed three-story hotel located in the Pine Meadow Ranch development on Hood Avenue has met an early-October deadline to complete an application for the project.

Meeting the deadline means the 98-room boutique hotel may be developed under less-restrictive Deschutes County codes, rather than city codes.

The PMR development came into the city under a 1998 agreement that exempted it from Sisters' city codes and allowed development under Deschutes County code requirements. That exemption allows a hotel to be 45 feet tall at the midpoint of a pitched roof. City code would allow only a 30-foot-tall structure.

The actual height of the proposed structure is 54.5 feet.

Under the county code, the city will have no say regarding how the hotel is oriented on the property.

The owner of the property is Celia Hung, who owns the KOA campground east of Sisters. Hung recently renovated that property.

According to city planner Eric Porter, the major issue that has yet to be worked out involves ensuring sufficient water flow for firefighting. Solutions to that issue could involve upsizing water lines, installing a larger-than-planned swimming pool, among other options.

Porter said the application may go before the Sisters planning commission in November.
