News and Opinion from Sisters, Oregon
The Sisters City Council reviewed an investigator's report regarding workplace issues concerning City Manager Andrew Gorayeb in executive session on Monday.
By statute, executive sessions held for such personnel matters are closed. Media may attend in an observer's role but are enjoined from reporting on the session.
Mayor Chris Frye and City Attorney Steve Bryant told The Nugget that Gorayeb remains on paid administrative leave while the City Council conducts its review. The Council received the report late last week from an independent investigation into employee complaints. They scheduled the executive session upon receipt of the report.
Gorayeb was placed on paid administrative leave late on February 25. At the time, Frye told The Nugget that the complaints allege conduct that is not financial, physical, or sexual in nature.
No immediate action resulted from the executive session, and another one will be scheduled for Thursday afternoon.
"The timeline will be much clearer after that," Frye said.
The contents of the investigator's report have not been released to the public. Depending on the Council's actions, the report may remain confidential.
"If the report results in disciplinary action, it would be part of the city manager's personnel file," City Attorney Bryant told The Nugget.
Frye acknowledged that the process has gone on for nearly six weeks now, and that all parties, including the citizenry, are looking forward to a resolution of the matter.
"We're sensitive to how long this is taking," he said. "We're doing everything we can to do this as appropriately as possible."
